The North Dakota Community Development Block Grant (CDBG) program provides financial assistance to eligible units of local governments in the form of grants and loans for public facilities, housing rehabilitation and economic development projects. The primary beneficiaries of these projects must be very low- and low-income individuals.

The Roosevelt Custer Regional Council team of skilled staff is available to provide technical assistance to local governments in Region VIII on a contractual per-project basis. This includes planning, technical assistance in accessing funding opportunities, meeting facilitation, strategic planning, grant writing, grant administration, and meeting facilitation.

This practical assessment tool helps communities identify strengths, uncover opportunities for improvement, and prioritize small changes that can enhance visitor experiences, strengthen community pride, and support local economic growth.

The primary beneficiaries of these projects must be very low- and low-income individuals. Pre-application for projects are accepted during the annual open round of funding.
All pre-applications will be reviewed by North Dakota Department of Commerce Division of Community Service (DCS) and a scoring and ranking committee which will recommend funding for the final application. Notices to complete and submit a full application will be made by DCS.

Housing rehabilitation of very low- and low-income homeowner units and rental units within a particular area.
Public Facilities
Pre-applications will be
accepted for projects that enhance infrastructure in communities where at least 51% of the residents benefited are low to moderate income. Projects that are eligible for funding include:

counties receive funds to loan/grant to businesses which create jobs for low-income persons.
