Community Development Block Grant

The North Dakota Community Development Block Grant (CDBG) program provides financial assistance to eligible units of local governments in the form of grants and loans for public facilities, housing rehabilitation and economic development projects. The primary beneficiaries of these projects must be very low- and low-income individuals.

Technical Assistance

The Roosevelt Custer Regional Council team of skilled staff is available to provide technical assistance to local governments in Region VIII on a contractual per-project basis. This includes planning, technical assistance in accessing funding opportunities, meeting facilitation, strategic planning, grant writing, grant administration, and meeting facilitation.

Rural Catalyst Grant

Roosevelt Custer Regional Council is proud to serve as a fiscal and supporting agent for eligible projects across our eight-county region – Adams, Billings, Bowman, Dunn, Golden Valley, Hettinger, Slope, and Stark Counties.

Community Development Block Grant (CDBG)

The Community Development Block Grant (CDBG) Program provides financial assistance to eligible units of local governments in the form of grants and loans for public facilities, housing rehabilitation and economic development projects. The primary beneficiaries of these projects must be very low- and low-income individuals. Pre-application for projects are accepted during the annual open round of funding.

All pre-applications will be reviewed by North Dakota Department of Commerce Division of Community Service (DCS) and a scoring and ranking committee which will recommend funding for the final application.  Notices to complete and submit a full application will be made by DCS.

Housing

Housing rehabilitation of very low- and low-income homeowner units and rental units within a particular area.

 

Public Facilities

Pre-applications will be accepted for projects that enhance infrastructure in communities where at least 51% of the residents benefited are low to moderate income. Projects that are eligible for funding include:

• Upgrade infrastructure (water, sewer, or community facilities)
• Removal of architectural barriers

 

Economic Development

Cities and counties receive funds to loan/grant to businesses which create jobs for low-income persons.

 

Eligible projects must also be consistent with at least one of the program’s national objectives:

  • Benefit low and moderate income persons.
  • Aid in the prevention or elimination of slums or blight.
  • Activities designed to meet community development needs having a particular urgency.

Rural Catalyst Grant

The North Dakota Department of Commerce’s Rural Catalyst Grant Program supports transformational projects that strengthen quality of life, community vitality, and economic opportunity in rural areas. Projects may receive up to $500,000 in funding with a required 1:1 local match (cash or in-kind) and must be completed within 18 months of being awarded.
 
Roosevelt Custer Regional Council is proud to serve as a fiscal and supporting agent for eligible projects across our eight-county region – Adams, Billings, Bowman, Dunn, Golden Valley, Hettinger, Slope, and Stark Counties.
RCRC will provide administrative oversight, technical assistance, and support at no charge for up to 10 applications in our region, helping communities develop strong proposals that align with regional priorities. Applicants are responsible for developing their project ideas, securing match funding, and obtaining local support.
