Roosevelt Custer was awarded a grant from the EDA to develop a regional tourism strategic plan for Southwest North Dakota.
Community Development Block Grant (CDBG)
The Community Development Block Grant (CDBG) Program provides financial assistance to eligible units of local governments in the form of grants and loans for public facilities, housing rehabilitation and economic development projects. The primary beneficiaries of these projects must be very low- and low-income individuals. Pre-application for projects are accepted during the annual open round of funding.
All pre-applications will be reviewed by North Dakota Department of Commerce Division of Community Service (DCS) and a scoring and ranking committee which will recommend funding for the final application. Notices to complete and submit a full application will be made by DCS.
Housing
Housing rehabilitation of very low- and low-income homeowner units and rental units within a particular area.
Public Facilities
Pre-applications will be
accepted for projects that enhance infrastructure in communities where at least 51% of the residents benefited are low to moderate income. Projects that are eligible for funding include:
- Upgrade infrastructure (water, sewer, or community facilities)
- Removal of architectural barriers
Economic Development
Cities and
counties receive funds to loan/grant to businesses which create jobs for low-income persons.
Eligible projects must also be consistent with at least one of the program’s national objectives:
- Benefit low and moderate income persons.
- Aid in the prevention or elimination of slums or blight.
- Activities designed to meet community development needs having a particular urgency.

Technical Assistance
The Roosevelt Custer Regional Council team of skilled staff is available to provide technical assistance to local governments in Region VIII on a contractual per-project basis. This includes planning, technical assistance in accessing funding opportunities, meeting facilitation, strategic planning, grant writing, grant administration, and meeting facilitation.

The inventory process encourages collaboration, helps identify potential projects and funding opportunities, and provides a roadmap for creating a more welcoming and vibrant community for residents and visitors alike.
